Steven Barshov first practiced law in Santa Fe, New Mexico where in addition to being in private practice, for almost a decade he was General Counsel to the New Mexico Municipal League, the association of all New Mexico’s cities, towns, and villages. During that period, either as counsel to a party or representing the Municipal League, Steven was involved in every major land use and local governmental law case before the New Mexico appellate courts.
Upon returning to New York, Steven opened his practice, with substantial work for the City of Yonkers including rewriting much of the Yonkers City Code and representing the Yonkers Charter Revision Commission. Steven’s successful defense of the Commission’s work in Cruz v. Deierlein, 84 N.Y.2d 890 (1994) is still the lead case settling the standards for the work of charter revision commissions.
First, as “Of Counsel” and then as a partner, Steven practiced with Sive, Paget & Riesel, P.C., (SPR) for 32 years. At SPR, Steven was the lead Land Use and Local Government Law attorney and his practice was divided equally between matters and litigation inside and outside NYC. Steven has often been retained when litigation is likely and he has had a number of state and national precedent-setting cases. The most recent is DLV Quogue v, Town of Southampton in which, for the first time nationally, a local government’s refusal to rezone property was found to violate the property owner’s constitutional due process rights.
As of January 2024, Steven opened his firm, SBarshovLaw PLLC, where he will continue to represent parties in land use and local government law proceedings and litigation, handle commercial real estate transactions, and testify as an expert witness.
